Richard was born in Stuttgart, Germany. He was raised in Portland by parents Leota & Charles Hilbran. Richard was a grad of Roosevelt High School. He was married to Charmane Fisher in Portland in 1984 and moved to Honolulu, HI in 1985 where he was a Cabinet Maker. He returned to Portland in 2006 and has lived here since. Richard is survived by children: Rikki D. Phaup, Adam, Nicholas and Robert Fisher. 2 sisters, 3 Brothers and 11 Grandchildren. He was preceded in death by sister, Terrell R. Phaup and Step-Dad, Charles. Private services will be held in Hawaii.
